A cover letter is enclosed in a resume for introducing you as the suitable candidate applying for the post. The contents in the letter should clearly state your willingness to work for the organization. It should include the information such as the post you are applying for, your skills, capabilities and experience that you possess in the field. The resume cover letters should be drafted as per the job requirements and also keeping your job profile in mind. You can browse different websites and refer to the different resume samples available on these websites.

All great points! You touch on it a little in your post but I also think it is important to tailor your actual resume to the specific job. Keep it short but pertinent and include the things that are necessary for you to stick out. HR people usually do a cursory look over so you need to make it "pop" for lack of a better description.
